Is this document up at
http://transitiontowns.org/Glastonbury/Glastonbury
somewhere? I couldn't find it.

I live in Asheville, NC, which is also having it's own peak oil moment, like Nashville, TN a few hours away. Gas supplies from the pipeline have been cut by 50%, some retail businesses are off by 50%, bus ridership is up 40-70%; all the electeds had a joint press conference today, with police chiefs as well. A snapshot of what happens when there is no gas.

Most surprising, the town paper published one of their best editorials ever:

"In the long run, no one can simply create infinite pools of gasoline. They do not exist. We need our leaders to wake up to that reality and begin serious planning for the day all the wells run dry. Anyone offering up a simple quick-fix slogan for this issue is offering little else, only quick-fix slogans that foretell a future of more lines, more anxiety and more papered-over pumps."

An excellent report - well done.
However, with reference to 3.3 - " the principle of varying council tax according to how much non-recyclable waste is produced by householders."...
I suspect that a few (or many) unscrupulous people will simply put their waste into their neighbours' bins, thus discrediting the whole idea of taxing waste and also causing social division. Another way of taxing waste has to be invented - perhaps by taxing it at source, at the manufacturers of packaging. There are ways to refine this.
Best wishes
