		<description>&lt;p&gt;The best situation is when individuals, local communities and whole societies wean themselves off oil &lt;i&gt;before&lt;/i&gt; the price goes through the roof. Doing it afterwards comes a very poor second. This is because in the latter case it tends to be poorer people, the elderly, children and the less mobile who suffer most. So I don&#039;t say &#039;bring it on&#039;. Price signals are rarely  the &lt;i&gt;only&lt;/i&gt; way to bring about change. For instance the UK got clean water and clean air as a result of widespread demand expressed through political action. Same with voting, employment legislation and many other examples. So the price is not &#039;the only thing that really focuses the mind&#039;. I don&#039;t think high oil prices are &#039;a really good thing&#039;- except in situations where oil-independent life is already well established. Otherwise we&#039;re left with obsolete food, transport and heating systems many people can&#039;t afford to access. The &#039;lesson&#039; taught by high prices falls disproportionately on those who can least afford to learn it. But it&#039;s not as though we have a great deal of choice on prices, so whether high is good or bad is pretty academic. The important thing is to get on with the job of transition - which seems to be happening now, thanks in large part to Transition Towns!&lt;/p&gt;
